Mothers and their infants of local campaigns on England have handed in a 50 000-name petition against cuts and closures of the centres.
Daycare Trust research suggests up to 86% of the centres are faced with budget cuts and that up to 250 in 2011.
But ministers say that there is enough money in the system to retain of the centres.
They want the centres to help more disadvantaged families, with health visitors picking up some of their early intervention work refocus.

After handing off their petition number 10, some 30 parents and their children sang rhymes and painted faces.
Organiser Ms King said: "on the day the nation's thoughts turn to mothers and the work they do, we wanted the devastating consequences that these cuts to mothers and children everywhere have highlight.
"Sure start children's centres are a great leveler in our society. Children from all walks of life mix and learn together.
"Parents can further their education and indispensable support. Take them away or force them to cut back, and we will see the next generation really suffering. "
The campaign also has the support of childcare charity Daycare Trust and online parenting website Netmums.
