April 3, 2011, last updated on 09 Protesters clash with riot police in Duma - 1 April : 48 ET President Assad has said the protests are part of a foreign plot Syrian President Bashar al-Assad has appointed, former Minister of agriculture Adel Safar in order to form a new Government.

President Assad has promised a series of reforms as his Government is facing a wave of protests against the Government.

He sacked the Cabinet on Tuesday in a clear bid to appease public anger after the death of 60 people in clashes with the security forces.

Meanwhile, thousands attended the funerals of 15 people were killed on Friday in the suburb of Damascus Douma.

The BBC Lina Sinjab in the capital says that the marches went off peacefully, with only a small security presence detected.

The mourners chanted anti-Government slogans, calling for President Assad to be felled, our correspondent says.

Eight bodies were buried on Sunday in Douma; the rest of the victims originated from different cities, she adds.

Officials have denied that the protesters were shot by troops. They say "armed groups" opened fire from rooftops, not only on the demonstrators, but also on security forces, which they say were among the victims.

It is difficult to confirm the reports because of government restrictions on the media.

The wave of protests is the biggest challenge so far on the Assad family the 40-year-old rule.

The protests were touched off by the arrest of teenagers who wrote anti-Government graffiti in the city of Deraa in the South.

President Assad has a foreign "plot" to blame for the unrest, but he has agreed to investigate the unpopular-emergency law in place since 1963.

New Cabinet

Mr Assad issued a decree on Sunday designation of Adel Safar in order to form the new Government, a report by the official news agency, Sana said.

Earlier, he issued a decree accepting the resignation of the Government headed by former Prime Minister Mohammad Naji Otri, it added.

Adel Safar, 58, is a member of the ruling Baath Party Central Committee that was heavily criticized for his treatment of Syria of recent drought crisis.

He is expected to unveil his new Cabinet in two or three days.

In the past few days have also pro-democratic demonstrations in Deraa, a southern city where the unrest began and Latakia in the North West.

Of the Syrian security forces arrested on Saturday, dozens of people-usually in Deraa and Douma.

A joint statement by eight groups of human rights, cited by AFP news agency, said 46 people had been arrested.

Protesters released from captivity to say that all persons who during the protests were beaten, humiliated and traitors by the security forces.

Activists and human rights groups say that between 60 and 130 people have died in clashes in the past two weeks. Officials have said that the death toll is closer to 30.
